Mexico’s State Government Structure

Mexico’s State Executive Branch

Governor
The Governor is elected by simple majority and serves once six-year term.  He cannot be re-elected.

Appointments

  • Secretary General: countersigns gubernatorial decrees, monitors regulatory activity, and coordinates activities of other state offices.
  • Secretary of Finance: oversees budget and collects taxes
  • Chief Executive Officer: oversees functions of civil service
  • Other Appointments: other appointments are made according to the needs of the State

Mexico’s State Legislative Branch

Laws may be introduced by the governor, legislators, superior court, or municipalities.  On the State level, the legislative branch is unicameral.  Each member serves one three-year term and cannot be immediately re-elected.  The Constitution of Mexico determines the number of representatives using the following guidelines according to a State’s population:

  • 400,000 or less = a minimum of 7 representatives
  • 400,000-800,000 = 9 representatives
  • 800,000 or more = 11 representatives

The purpose of this branch is to approve legislation, levy taxes, oversee the budget, and to resolve conflicts between municipalities.

Mexico’s State Judicial Branch

Superior Court of Justice (Tribunal Superior de Justicia)

Courts of First Instance (Tribunales de Primavera Instancia)
This Court handles civil, commercial, and criminal cases.
